UAE Business Round-Up

PDFs are out. Trucks slow down. Dinner’s on.

By Business Owners Collective28 September 2026

We read the UAE business news so you don’t have to.

Here’s what actually matters this week if you own a business: e-invoicing is getting very real, Dubai’s truck rules are changing, the UAE is getting tougher on fake Emiratisation, VAT has had another rulebook edit and Dubai has, once again, found room for more restaurants.

Here’s what happened - and what it means for your business.

The 30-second version

E-Invoicing

PDF invoices won’t cut it under the UAE’s new e-invoicing system. Start checking whether your accounting setup is ready.

Logistics

New Dubai truck movement restrictions begin 1 October. If goods move in or out of your business, check your routes and delivery timings.

People

MoHRE identified 377 fake Emiratisation cases across 266 private companies in the first half of 2026. Genuine employment matters.

VAT

The UAE has amended its VAT Executive Regulation, with most changes taking effect from 1 October 2026.

Dubai

Another wave of restaurants has opened across the city. Crowded markets clearly aren’t stopping businesses from having a go.

Your PDF invoice is living on borrowed time.

The UAE’s e-invoicing programme is moving from policy into practical testing.

The Ministry of Finance says the pilot phase launched in July 2026 and the UAE’s 5-Corner Model is now operational.

And there’s an important distinction for business owners: an e-invoice is not simply a normal invoice saved as a PDF and emailed to a customer.

Under the new system, invoices will ultimately need to exist as structured electronic data capable of being exchanged through the approved e-invoicing framework.

That means the familiar process of creating an invoice, turning it into a PDF and attaching it to an email is not what the government means by “e-invoicing”.

What this means for your business

It’s time to move on from PDF invoices.

Action 01 · Check Your System

Ask whether your current accounting software will support UAE e-invoicing. If it won’t, find out what you’ll need to change.

Action 02 · Talk To Your Accountant

Ask how the new system is likely to affect the way you create, send and record invoices. Get clear on who will own the transition.

Action 03 · Get Ahead Of It

You don’t need to overhaul everything today. But you should know what’s coming and have a plan before it becomes urgent.
